Imagine yourself in the 20s of last century, during Prohibition in the United States of America. Many families of the Italian island of Sicily were due to "the land of unlimited possibilities" about to come to benefit from this, so is the Mafia.
Soon they were aware of the American alcoholism and began on the secret distilleeractiviteiten (Shining Moon). It was not long before the FBI got air of this. They then put everything back to these practices to suppress. It was a chore to the distilleries to find and dismantle. The FBI was limited soon to tackle the "Runners" (people who transported the contraband). The Mafia families had already tired of their family in jail having to see it disappear. They recruit "volunteers" who fee to do the dirty work for them.
